We specialize in the area of tax controversy, offer and compromise, and representation before tax authorities.  This includes helping owners of property where a taxing agency has placed a lien.  Business management consulting services for organizations experiencing challenges and seeking cash flow analysis and reorganization solutions are also areas of focus.  

Blue Coral Tax Services provides accounting, monthly bookkeeping, compilation, and annual tax preparation services which are essential parts to effective representation and/or sound business financial recording and daily operations.

SPECIALTY IN TAX CONTROVERSY REPRESENTATION

Stephanie D. Beran is a licensed professional accountant specializing in tax controversy and business management consulting.  She is verse at evaluating and articulating tax accounting details, financial statements, and executives' operational decisions when communicating with Tax Authority agents.  The CPA credential permits her to “practice before the Internal Revenue Service,” and before other tax authorities, including the State of California’s Franchise Tax Board.

Beran has over 15 years of professional experience in both California and Hawaii.  At one point, she was mentored and trained by retired IRS Counsel at an international accounting firm, working on multi-million dollar tax audit defense.  Also, some of her unique education includes training and mentoring from nationally recognized criminal tax attorneys.

Beran earned a Master degree in Business Taxation from the University of Southern California (2001), which is the top fourth graduate business tax program in the USA.  In 2004, she pursued her Juris Doctor degree at Pepperdine University School of Law (2007).  At Pepperdine Law School, she took special courses in alternative dispute resolution, conflict management, and negotiations.  

After completing two summers as a law clerk at the Intermediate Court of Appeals in Hawaii, Beran completed a full time externship at the State of Hawaii Department of Taxation, researching, and preparing revenue rulings in response to taxpayers’ requests for rulings on unique technical dispositions.  

Beran has become uniquely knowledgeable in tax controversy, offer and compromise matters requiring effective negotiation because of her diverse business management consulting experiences.  Further, Beran’s continuous volunteer activities in the community has enhanced her professional diplomacy and strong advocacy for clients in complex personal or business situations.

Federal Form 2848 Power of Attorney and Declaration of Representative

Form 2848 is required by the Internal Revenue Service (IRS) to be on file via mail or fax, before an authorized person can communicate with the IRS on Taxpayer's behalf.

Federal Form 8821 Tax Information Authorization

Form 8821 is required by the IRS to be on file for an authorized person or entity to receive and review confidential information for the type of tax and for the tax years designated.

Form FTB 3520 Power of Attorney
Required by the State of California Franchise Tax Board (FTB) to be on file via mail or fax, before an authorized person can communicate with the FTB on Taxpayer's behalf.

Form N-848 Power of Attorney
Required by the State of Hawaii Department of Taxation (DOTax) to be on file via mail or fax, before an authorized person can communicate with DOTax on Taxpayer's behalf.  Form N-848 is currently unavailable on this website.

ADVOCACY FOR TAXPAYERS

Historically, comprehensive letters attaching sufficient corroborating documents alongside effective on-phone and in-person proceedings with Tax Authority agent(s) yields best options set out by our Tax Specialists and the Client. 

When necessary, meetings are held at Client's tax location (home or business office) in order to facilitate procuring accurate and sufficient corroborating documents.  

For quality assurance, all letters, compilations, bookkeeping, and tax returns are prepared strictly by Tax Specialists authorized to practice before the IRS.
